MISSION

It pursues the transformation process through instructional innovations and creative programs and interventions, research and development programs by inspiring and facilitating individual and organizational learning, and development activities.

GOALS AND OBJECTIVES

The Pangasinan State University Open University Systems shall develop further professionals and related workers for greater productivity and global competitiveness in the light of current and future scientific and technological developments, and develop instructional and production technologies through the conduct of research programs and extension services to identified sectors in the society. Specifically, the PSU-OUS shall attain the following objectives:

1. Develop and implement programs and projects in instruction, research and extension to respond to the human resource development needs of the area;

2. Provide degree and non-degree programs to develop further professionals and related workers;

3. Utilize multi-media instructional delivery systems suited to the needs of the clientele groups;

4. Accredit previously acquired learnings from residential, experiential, non-formal systems, and others that are assessed and found to be within the standards in the particular program and the institution;

5. Award degree and non-degree diplomas to successful individual who complete satisfactorily the requirements of the particular program;

6. Link and work with other institutions and agencies through complementation and collaboration of programs and for faculty, curricular and management development; and

7. Develop effective instructional technologies through research and extension services to identified sectors of the society.

General Objective. The Open University Systems pursues the transformation of globally competitive workers in the various professions in education, government, management, agriculture, business and industrial fields to increase the national capacity for productivity.

Specific Objectives. The more specific objectives are:

a. To provide for the earning and awarding of advance degrees, bachelor degrees and non-degree programs (diploma and certificate) through the non-traditional multimedia and distance education systems for employed and unemployed workers, out-of-school youths, and professionals who need to pursue higher education but are denied the opportunity due to constraints and other limitations;

b. To grant and award degrees and diplomas to successful students and trainees who have undergone open university programs based on university standards;

c. To provide non-traditional distance and multimedia education systems to identified groups and individuals through the various business and industrial establishments;

d. To train professionals and workers along critical skills in the use of scientific processes and new technologies; and

e. To recognize and award the equivalencies of courses for individually possessed or acquired skills that may accrue to a higher or equivalent degree.

PSU OUS HISTORY

The Pangasinan State University established the Open University Systems in the latter part of the year 1996. It was formally launched at PSU-Lingayen in March 1997 with the presence of former Speaker Jose C. De Venecia (who as of this date, is back as the Speaker of the House of Representatives of the Philippine Congress), who was instrumental in the funding of the initial two years of operation of the system.

The establishment of the PSU-OUS was borne out of the need to respond to the unique needs for further professional and technical development of career people, administrators and managers, technicians and workers who may not have the time or opportunity to attend or perform the tasks of the regular university programs while at work.

The PSU-OUS began with Diploma Courses in the graduate level and computer technology courses in the undergraduate level. Most of the Diploma Courses are in collaboration or partnership with international or national government and private organizations. All of these programs are accreditable to the corresponding degrees and levels. Partnership with participating agencies are covered by Memoranda of Agreement for sharing of resources and expertise.

As of this writing, the PSU-OUS has now expanded geographically to include Ilocos Norte in the North and Leyte and Cebu City in the South. As far as the fields of clientele are concerned, the PSU-OUS has expanded its services to agriculture, fishery, education, management, and technology in the masters and doctorate levels. Specifically, the PSU-OUS has served the needs of the Department of Agriculture and the Agricultural Training Institute or DA-ATI through the SPREAD (Scholarship Program for the Revitalization of Extension System of the Agriculture Department), the Department of Education, and the SEAMEO-INNOTECH in the Learning for Effective Administrator Development or LEAD and the Special Program for Educational Evaluation and Development or SPEED, the Palompon Institute of Technology (PIT) and Cebu State College of Science and Technology in Cebu City through the Special Certificate for Academic Leadership Effectiveness or SCALE, the National Power Corporation or NPC in the Executive Course for Excellent Leadership or EXCEL in Ormoc City, the Philippine National Police through the Basic and Advance Leadership Programs, the Department of Interior and Local Governments or DILG, and various professional groups and youths. It is also in its fourth year in the conduct of the Special Teacher’s Retraining via Internet Enhanced Distance Education (STRIDE) in partnership with the SEAMEO-INNOTECH and selected Local Government Units (LGUs).

It has also established partnership with the PASS College of Alaminos City and the Skills Power Institute in Antipolo City in the offering of the Master of Arts in Education and Master in Development Management. The PSU-OUS also maintains a continuing program in Master of Science in Aquaculture in San Fernando City, Pampanga in partnership with BFAR Reg. III.
