MISSION
The college provides quality education in the arts, sciences and technology towards
the development of the individual as an integral instrument of change and takes
leadership role in instruction,
research, extension and production to ensure the
development and transformation towards a decent way of life for the people and community
it serves.
GOALS
PSU Lingayen Campus believes that today’s world is predominantly a world of arts,
science and technology so highly skilled Filipino citizens are considered the lifeblood
of the country. It is within this context that the following goals are pursued to
provide specific directions in the realization of the mission.
a. Promote quality and relevant education designed to fully exploit individual potentials
commensurate to the needs of the industry, economy and global competitiveness;
b. Evolve and design relevant and responsive science and technology–based curricular programs that develop intellectual competence, civic and moral responsibility, cultural
integrity, economic acuity and scientific perspective;
c. Enhance and strengthen faculty and staff capability building and development
on a continuing basis;
d. Protect and promote the welfare and interest of faculty members and administrative
staff in terms of a continuing program for salary increments and other pecuniary
benefits, social welfare and tenure;
e. Expand the conduct of research that generates new perspectives and insights and
new technologies and processes appropriate to the needs and aspirations of a developing
society and those which the community enjoys distinctive and comparative advantage;
f. Expand educational opportunities to poor but exceptionally talented students
through various scholarship grants and financial assistance;
g. Provide a conducive learning atmosphere through the provision of various student
development services;
h. Expand and establish network of linkages with other institutions both public
and private to generate and complement resources support, intensify impact and strengthen
academe-industry relations; and
i. Develop, test, evaluate and rationalize institutional structures and management
systems and processes to enhance the efficiency, cost- effectiveness and responsiveness
of the college’s programs and projects.
OBJECTIVES
1. Update existing programs in accordance with the issuances of the CHED, LET, TPPE
and other professional organizations
2. Develop and evolve new degree programs or areas of specialization that answer
the needs of the time
3. Increase the capability of students to pass professional and licensure exams
and
prepare them for gainful employment
4. Upgrade the quality of instruction in terms of products and processes that will
enhance the teaching-learning atmosphere
5. Provide scholarship program grants and training for the faculty and staff so
as to promote professionalism and competence
6. Confer and consult with AACCUP and other accrediting agencies for assessment
of academic program
7. Encourage researches that are geared towards theory-building and information
technology
8. Strengthen community outreach program by identifying clienteles and priorities
9. Establish income generating project mechanisms and service delivery strategies
that are cost-efficient and cost-effective
10. Forge linkage with all sectors of society with the end in view of promoting
a civil, productive and involved citizenry
PSU LINGAYEN HISTORY
An Overview
The Pangasinan State University (PSU) was created by virtue of Presidential Decree
1497 which was promulgated on June 11, 1978 and took effect on July 1, 1979. Starting
its operation in 1979, it had two Colleges of Agriculture located in Sta. Maria
and San Carlos City; two Colleges of Arts and Trades situated in Lingayen and Asingan;
a College of Education in Bayambang; and a College of Fisheries in Binmaley. All
the collegiate courses in the aforecited seven integrated component colleges of
the University were government-supported and were directly under the supervision
of then Department of Education, Culture and Sports (DECS).
PSU Lingayen Campus,
as most Pangasinenses know it today, is the result of fusion of then two independent
colleges in Lingayen namely the College of Arts and Sciences and College of Technology.
Like other components of the Pangasinan State University (PSU), Lingayen Campus underwent difficult process of transformation and experienced
some painful periods of transition. To understand how PSU Lingayen Campus established
itself as one of the leading component campuses of the University, a brief browse
over the pages of its history will be helpful.
In the Beginning...
When PSU was chartered under PD 1497, one of the original integrated components
of the University is then College of Technology in Lingayen which started as a mere
college department of Pangasinan School of Arts and Trades. Said college was eventually
named Pangasinan State University College of Arts and Trades (PSU CAT), which later
evolved into a separate institution of learning and was called PSU College of Technology.
As a trade-oriented college, PSU College of Technology offered bachelor degree programs
in Industrial Education, Industrial Technology, two-year technical courses and one-year
opportunity evening classes. The first President of the University, Dr. Telesforo
N. Boquiren, designated Mr. Fortunato G. Ferrer as the first Dean of the College.
Dean Ferrer was eventually succeeded by Mr. Rogelio E. Ferrer and then by Mr. Estefanio
T. Eleterio. From 1979-1981, the College of Technology in Lingayen was the only
government-subsidized institution which gave provision for technical tertiary education.
During the time the College of Technology was struggling as one of the pioneer components
of the University, no College of Arts and Sciences had existed yet. Arts and Sciences
courses were first offered in the College of Education in Bayambang in 1981. In
same year, a tract of land was donated by the provincial government of Pangasinan
to the University, used in erecting the grounds of the PSU Main Administration Building.
Upon completion of said building in 1982, the seat of the University Administration
was transferred from Bayambang to Lingayen. Such act of transfer of the administration
setting also led to the creation of then College of Arts and Sciences (PSU CAS)
in Lingayen. Thus, arts and sciences courses which were first offered in Bayambang
were brought to Lingayen, now the site of PSU Main Administration.
Formally created by the Board of Regents (BOR) Resolution No. 17, s. 1982, the College
of Arts and Sciences (CAS) had modest beginnings. Only a few courses were offered
in its first years of operation. During the first semester of 1982-1983, only Bachelor
of Science in Mathematics (BS Math) and Bachelor of Science in Nutrition and Dietetics
(BS ND) were offered. Two other programs, Bachelor of Arts in English (AB English)
and Bachelor of Arts in Economics (AB Economics), were introduced second semester
of same year. During those years, the college did not have its own building. Classrooms
and library were housed in the Administration Building which was also occupied by
the personnel of PSU Administration. Dr. Reynaldo P. Segui, then Vice-President
for Academic Affairs was concurrently the acting Dean from 1982-1983. The college
had 22 initial faculty members and 49 students. Some members of its teaching force
were faculty coming from other component colleges of the University; others were
new recruits.
On July 13, 1984, Dr. Luz D. Segui became the second Dean of the College. Despite
the college’s meager resources, it had demonstrated its capability to produce quality
graduates. From its sheer enrolment of 49, it experienced an “enrolment boom” in
1989-1990 when it reached the 680 mark, a great number for a starting institution.
It was also during the time of Dr. Segui when the PSU CAS Building, the first ever
building of the college, was constructed.
Meanwhile, Dr. Telesforo N. Boquieren, the first PSU President, retired in 1985.
Dr. Reynaldo P. Segui took over as the President of the University ad interim for
the school year 1986-1987. Soon upon appointment of Dr. Rufino O. Eslao in 1987
as the second President, changes in CAS Administration took place.
In 1987, a scheme was adopted to integrate the College of Arts and Sciences (CAS)
and College of Technology (CAT) which are both located in Lingayen. The organizational
scheme was to rationalize the structure, financing, programs, manpower and physical
and material resources of the University. Upon integration, PSU Lingayen, otherwise
known as College of Arts, Sciences and Technology was born with Dr. Carmelita V.
Tamondong as Dean.
When Dr. Rufino O. Eslao winded up his six-year term as President, Dr. Reynaldo
P. Segui became the third PSU President. He took over the Presidency on January
25, 1993. As one of the pioneers of the College of Arts and Sciences, one of his
priorities upon assumption to office was the restoration of the College of Arts
and Sciences separate from the College of Technology. Thus, the fused colleges were
reborn as CAS (College of Arts and Sciences) and CT (College of Technology) under
Board Resolution No. 32, s. 1993. Dr. Teresita C. Perez, a dynamic, energetic and
above all an action lady headed the College of Arts and Sciences; whereas, Dr. Jovito
Chan manned the College of Technology.
The battle cry of Dr. Teresita C. Perez in her three-year term as the Dean was excellence
in education. With the full support and cooperation of the faculty, this was attained
proven by the college passing the Level I accreditation.
Dr. Victoriano C. Estira, who was once the Dean of the merged College of Arts, Sciences
and Technology, took over when Dr. Perez, ended her term. Under the new administration
the college has taken the initiative to pursue an active device of improving its
instructional services and facilities that would speak for better crop of management
and organization. This, of course, was the result of rapport building between the
Dean and his co-workers which boast the string of relationship that has been built
by the organization itself. With such a favorable administrative atmosphere, Level
II status of the college was achieved, under the able leadership of Dr. Estira.
Meanwhile, the College of Technology was asserting its own ground as an academic
institution under Dr. Jovito Chan as its Dean. The College of Technology under Dr.
Chan’s deanship was able to pursue innovative measures that would help provide its
constituents a more humane environment.
The Transition....
When the term of office of Dr. Segui as PSU President expired in 1998, a new President
rose from the ranks in the person of Dr. Rodolfo V. Asanion who assumed as the fourth
President of the University. Inspired by his vision to unify, strengthen and elevate
the status of the college, Dr. Asanion merged the two component colleges as PSU
CAST with Dr. Melendre E. Esguerra as its Dean. Dr. Esguerra was supported in administrative
matters by two Associate Deans. Old bald history repeats itself, so goes the maxim.
When Dr. Esguerra was designated as the Director of Student Affairs in 2001, Dr.
Lydia C. Buduhan assumed office. Dr. Buduhan altered slightly the organizational
scheme of the college by having two program deans as replacement of the two Associate
Deans. Dr. Catalina Felicitas was designated Program Dean of the Arts and Sciences
and Dr. Iluminada Ynzon as the Program Dean for Technology. During Dr. Buduhan’s
term, technology-oriented courses of the college were polevaulted to their Level
II accreditation. It was also during her term when two secondary education courses
such as Bachelor of Secondary Education major in English (BSE English), and Bachelor
of Secondary Education major in Social Studies (BSE Social Studies) were first offered
in the campus.
Upon the reappointment of Dr. Rodolfo V. Asanion as PSU President, the ONE PSU MOVEMENT
was launched. Under this program, PSU’s ten academic units are gearing up toward
a more unified and harmonious relationship within diverse multi-campus structure
and operations. As academic units, they are no longer identified as “colleges,”
but as “campuses” ready for expansion beyond their respective program thrusts.
Looking Forward...
In the year 2003, with the passage of three BOR Resolutions, three additional courses
were introduced in the college namely Bachelor of Science in Social Work (BOR Resolution
NO. 22), Bachelor of Arts in Public Administration (BOR Resolution NO. 23) and Bachelor
of Science in Business Management (BOR Resolution NO. 25). The next three years
witnessed the introduction of such program as Bachelor of Technology in Teacher
Education (BTTE). Some of the campus’ arts and sciences programs attained the Level
III reaccredidation status.
With the new curricular offerings of the campus, its organizational structure was
revitalized and was made even stronger than it was before. The campus is now the
home of diverse academic programs ranging from education courses, business management,
public administration, social work, liberal arts, etc. The population had shot up
from its sheer figure of 49 a score ago to approximately 3,500 and continues to
rise in succeeding years.
Now popularly called PSU Lingayen Campus in response to the sublime goal of ONE
PSU MOVEMENT, the campus which is now the most populous component of the University
has its new Dean in Dr. Melendre E. Esguerra. Once the Dean of the campus during
its first year of second merging, With the ascension of Dr. Melendre E. Esguerra
as the Dean of the Campus in her second term, she envisions a more dynamic, change-responsive
and excellence-driven PSU Lingayen Campus. As PSU looks forward to the future, it
affirms its own commitment to improving the quality of education and the basic academic
services it gives to the community in particular and the entire educational system
in general.
