15th PSU Biennial Celebration commences
COA Chief is Keynote Speaker
Hon. Reynaldo A. Villar, Chairman of the Commission on Audit was the invited Keynote
Speaker during the 30th Founding Anniversary Celebration of the Pangasinan State
University.
Villar, a true blue Pangasinense from Sto. Tomas, was conferred a Doctorate Degree
in Humanities (honoris causa) during the said festivity. “I was greatly honored
and extremely grateful for being chosen the speaker of this institution which have
grown to an unprecedented size, expanding all over Pangasinan and offering relevant
courses,” Villar said during his talk. He is sad to note, however, of the reality
that is creeping in higher educational institutions today that is, the attitude
of students of leaving their academic performance to chance.
Speaking before a crowd of students, faculty, non-teaching staff and officials of
PSU, he encouraged each one to view any student who enrolls as someone who is full
of potentials as an agent of development of that student. “Let these students crave
for success. Awanak ditoy no haanak nga nagadal nga nasayaat. Be mentally fired
up,” he exclaimed. Dr. Lauro B. Tacbas, UNP President and concurrently president
of PASUC and Dr. Caridad O. Abuan, OIC director of CHED Region 1, was also present
during the Opening Program. They were assisted by PSU President Victoriano C. Estira
in the conferment of the honoris causa to Villar.
Meanwhile, Engr. Federico E. Puno, president and CEO of Tokyo Electric and Marubeni
(TEAM) Energy Foundation, Inc. awarded the funding check amounting to P1.7M to PSU
and Tanggol Kalikasan for the Operationalization of the Pangasinan Institute of
Environmental Governance.
Likewise, the faculty and the non-teaching personnel retirees for the year 2007-2009
were honored with plaques of recognition. In closing, pearl anniversary balloons
were released during the said program signifying the University soaring high as
it continues to promote a culture of integrity, responsibility and excellence in
the field of higher education.***

Lawrence Costales Raguine, a BS Agriculture student with major in Animal Science
at the Pangasinan State Univeristy - Infanta campus placed 8th in the recently concluded
Agriculturist Licensure Examinations given by the Board of Agriculture this July.
According to PSU-Infanta Campus Dean Dr. Marciano Llandado, Raguine, who hails from
Sta. Fe, San Marcelino, Zambales registered an 85.50% rating. This rightfully made
him rank 8 in the prominent top ten list. He used to be a member of the Dur-As,
the official student publication of the campus.
Eight hundred seventeen examinees out of 2,132 from all over the country passed
the said examination. PSU Infanta campus recorded a 16% passing percentage over
the national passing percentage of 38%. The oath taking ceremony of the successful
examinees will be held before the Board on Friday, August 28, 2009, at one o’clock
in the afternoon at the Manila Hotel, Rizal Park, Manila. ***
15th Biennial Celebration focuses on community service
A medical mission punctuates the Pangasinan State University Pearl Jubilee Celebration
as the University gives emphasis by paying forward and sharing bountiful blessings
to its stakeholders and service communities.
Most of the patients examined were children. Some faculty and non-teaching staff
of the University and other patients who came had the chance to have a free bone
screening, blood pressure monitoring and blood sugar screening aside from the medical
check up. A blood-letting activity conducted by the Red Cross in coordination with
the NSTP students was one of the highlights of the day’s activities.
The medical mission held on July 24 was organized to provide free consultation,
treatments and medicines for most cases of illnesses. The activity was made possible
through the cooperation of Lingayen Municipal Mayor Ernesto “Jonas” Castaneda, Jesus
of Nazarene General Hospital, Specialist Group and Trauma Center, Region 1 Medical
Center, Ilocos Region Medical Center, Rotary Club of Lingayen and the Philippine
Charity Sweepstakes Office (PCSO).
Moreover, a gift-giving project to families affected by typhoon Emong in Western
Pangasinan will also be undertaken sometime in August as part of the post PSU biennial
celebration activity. The University plans to give out used clothes, books and shoes
in addition to the grocery items and kilos of rice to the said beneficiaries. ***

Catching the spirit of the biennial celebrations
The students of PSU-Urdaneta campus have gotten all too familiar with their academic-saturated
environment, so that nothing can get any more festive, at least on the personal
level, than the transitory suspension of classes during the whole-day campus celebrations
held last July 21, 2009 that commenced the 4-day commemoration of PSU’s 30th Foundation
Anniversary.
There were practically no cultural activities planned by the campus since all classes
and the rest of the school activities went about on regular basis even in the preceding
week. Many of the students also seem uninformed that there would be a campus holiday,
apparently as they came to school prepared for their day’s quizzes and academic
tasks. Save for a few classes held during the day, most of the students enjoyed
a most relaxing and unanticipated break. Discovering that their teachers were busy
preparing for some cultural presentation, the students jammed along the campus grounds
finding their own ways to celebrate the local holiday by spending some bonding moments
with their friends. A merchandise stall was also put up in the campus that day to
delight the students. A seminar on safety riding, sponsored by Guanzon and Honda
Philippines was adjacently held at the student activity center. The campus holiday
was also an ample opportunity for the teachers and the students to rehearse and
prepare their paraphernalia for their athletic and cultural participations in the
subsequent events relative to the University-level celebrations in Lingayen campus.
The campus officials led by the dean, Dr. Artemio Rebugio, found their way to socialize
and supervise the ongoing faculty practices.
Relatively, the day’s events in the campus were modest compared to how such type
of occasion is usually held in the neighboring schools; nevertheless, it did not
deter peddling the idea that the University has so much to celebrate and for the
campus students to feel the pride for their institution. PSU-Urdaneta has simply
found a way to concretely manifest its celebrations through its recent educational
accomplishments as a top-performing Engineering school in the national level. The
recent developments in its physical plant, its booming enrollment registry, and
the consequent extension of its curricular offerings were timely presentiments for
the campus to feel more deeply the institutional maturity that PSU has developed
in the span of three decades. These matters appeal to more than just a week-long
celebration. (Galahad Randall Unciano)
PSU-Bayambang celebrates Pearl Anniversary
The Pangasinan State University- Bayambang campus staged its own festivity relative
to the 30th founding anniversary of PSU highlighting on the theme PSU at 30: Sustaining
a Culture of Responsibility, Integrity, and Excellence. The celebration was held
on July 21 at the Aldana Gymnasium in Bayambang.
Hon. Romeo H. Dadacay, Provincial Board Member of the 3rd District of Pangasinan
graced the event as the Guest of Honor and Speaker. Dadacay congratulated the University
officials and the whole PSU community for all the sterling achievements in promoting
total quality education for the past thirty years. He also cut the ceremonial ribbon
for the inauguration of the newly-constructed Speech Laboratory and the PSU Bayambang
Main Gate which Dadacay donated to the campus.
PSU President Victoriano C. Estira, who gave his inspiring message led the University
officials in joining the campus celebration. Likewise, Municipal Mayor Ricardo Camacho’s
well-wishes for PSU Bayambang did come very timely for everyone in this academic
community.
At the outset, Bayambang Campus Dean Dr. Lita A. Saygo expressed her delight of
seeing the guests, students, faculty and non-teaching staff as she welcomed them
in her opening remarks. Later during the day, the ROTC/CWTS faculty and students
undertook a tree planting activity to help address the issue on climate change as
their form of participation in the PSU 15th biennial celebration. ***
PSU-Urdaneta pilot tests automated enrolment, collection system
Pangasinan State University-Urdaneta campus conducted a pilot testing of the X-System
2007, an automated enrolment system for the registrar’s office and the e-Collection
Management System, an automated collection system for the cashier’s office during
the 1st Semester enrolment of SY 2009-2010.
According to Mr. Aurelie Peralta, department chair of the Information and Communication
Technology department in this campus and the developer of the said systems, the
web-based X-system 2007 is a complete solution for the automation of the office
of the registrar. The system features fully-computerized student records and subject
registration, computerized entry and submission of grades through Local Area Network
(LAN) or via Internet, computer-assisted evaluation of student’s subjects and grades,
fully computerized assessment of student fees, electronic ledgers of student accounts,
secured faculty portal for electronic record-keeping of grading sheets, secured
student portal for grades and balance inquiries of students and parents and automatic
generation of Official Transcript of Records and other related reports. The system
is also multi-user and network ready.
On the other hand, the e-Collection Management System is an automated system for
the collection of student fees and printing of receipts. It also facilitates easy
preparation and printing of collection reports.
The implementation of an automated enrolment and collection system is one of the
plans of PSU President Victoriano C. Estira to facilitate easier, fuss-free and
tamper-free collection of fees as part of the administration’s desire to be transparent
in its operational transactions.
To expedite the smooth execution of the said project, a training workshop was conducted
on May 12, 2009 to orient the personnel involved in its operation. The project proponents
were the Office of the Admission and Testing headed by Dr. Sally A. Jarin, University
Web Administrator Mr. Aurelie Peralta, Urdaneta Campus OIC Dean Dr. Honorio Cascolan,
the registrar and cashier.
Others who helped in the project were: PSU Urdaneta campus Associate Dean, Engr.
Reynaldo Lomboy, Engr. Kenneth Lopez, Roselle Peralta, Ibrahim Arenas, Rhenel Bernisca,
Arnie Rie Tamayo, Kristine Jean Dela Cruz, Eric Buela, Jonathan Samson and Joseph
Javier. ***
