MISSION

PSU Bayambang Campus shares with the University’s mission of producing specialized manpower resources for our country’s development, specifically professional manpower along teacher education, arts, sciences, technology, and health sciences.

OBJECTIVES

Specifically, the objectives of the College are to:

1. provide the leadership role in high quality teacher education through curriculum enrichment/innovation, human resource development and values re-orientation;

2. provide opportunities for the acquisition of high quality instruction to poor but talented students;

3. stimulate and expand research activities that generate new perspectives, insights and new technologies;

4. offer institutes for staff development;

5. conduct training programs in various crafts, trades, and other endeavors designed to reduce poverty and increase productivity;

6. develop and offer related degree programs that cater to the requirements of community market and the changing needs/requirements of community development, and

7. conduct periodic evaluation of its programs, projects and activities; and its management structure and processes for more efficient and effective service delivery.

PSU BAYAMBANG HISTORY

The PSU Bayambang Campus had a very humble beginning. It started as the Bayambang Normal School in 1922. It offered then the secondary normal course which prepared much needed teachers for the country. The school closed in 1935 due to inadequate funds but re-opened in 1948 under a new name – the Pangasinan Normal School (PNS), which offered the two – year teacher education program. It was one among the first normal schools in the Philippines. It was in 1952 that the college offered the four – year degree in teacher education for elementary teachers by virtue of RA No. 975. In 1953, the school with elementary schools in the District of Bautista and the Bayambang National High School were merged to become the Philippine UNESCO Community Training Center. It operated as a school division then. Republic Act No. 5705 converted the school into a chartered institution – the then Central Luzon Teachers College on June 1969.

As a state college, it was governed by a Board of Trustees and headed by a College President. Its research and extension service functions were intensified, hence, the establishment of its Research and Extension Division. It also served as Regional Science Training Center (RSTC) and Regional Staff Development Center (RSDC) for Regions 1, 2 and 3.

In the late seventies, the mushrooming of college students in both public and private colleges and universities in the cities, particularly Metro Manila, posed a national problem. This necessitated a program of decongestion through the establishment of higher education institutions in the provinces. Among the universities created under this program was the Pangasinan State University (PSU) and the Central Luzon Teachers College (CLTC) was one of the state colleges integrated into its system.

With the birth of PSU, the CLTC became the University College of Education. Its privileges as one of the country’s source of quality trained teachers has expanded. With the strength of BOR Res. No. 15, s. 1979, the one stream curriculum was offered from 1979 to 1985. This means that a graduate can either teach in the elementary or high school level.

In 1982, the Doctoral Program of the University was opened. The Bayambang Campus, being the main teacher education campus was the center. In 1986, the Bachelor in Secondary Education (BSE and the Bachelor in Elementary Education (BEE) were offered as separate programs by virtue of BOR Res. No. 13, s. 1986.

To date, the college continues to play the lead role in producing professional resources in various disciplines and serves as the center for evolving and experimenting new trends in teacher education. It now offers new programs, namely: the Bachelor of Science in Information and Communications Teachnology (BSICT) which started SY 2001 – 2002, the Bachelor of Early Childhood Education (BECE) in SY 2002 -2003, the Bachelor of Science in Nursing (BSN) in SY 2004 – 2005, the Bachelor of Arts in Public Administration (BAPA) and the Bachelor in English (AB English) in SY 2005 – 2006 and the Bachelor of Science in Business Management (BSBM) in SY 2006 - 2007. Likewise, it caters to the needs of other baccalaureate degree holders who wish to shift to Education through its Teacher Credential Program under the Open University Systems (OUS). Moreover, since School Year 2002 -2003 evening classes have been held on self liquidating basis to accommodate working students and those beyond the quota for the regular day classes. This is in response to the democratization of education especially the disadvantaged sector of society. Since the first semester of SY 2006 – 2007, only non-Licensure degree programs have been offered in the evening.

In December 2006, the BSE and BEE programs of the campus were awarded Level III accredited status by the Accrediting Agency of Chartered Colleges of the Philippines (AACCUP), the third in Region I and in the Philippines to have attained such status. Effective first semester of SY 2009 - 2010, the glory of PSU Bayambang Campus as seat of masteral program is back but this time as satellite of PSU Urdaneta Graduate School. It offers Master of Arts in Nursing and Master of Arts in Education with majors in Early Childhood Education and Development, Science Education, and Reading Education.

The first batch of BSN graduates, Class 2008, made a sterling performance by being number I in Region I and number 7 nationwide with their 79% passing.
